In menu {Tools ► Customize ► Toolbar} it is possible to change order of items,

Steps to reproduce:
1. Open New empty text document
2. menu {Tools  ► Customize ► Toolbars ► Standard}
3. Click item "Save" ► drag and drop before "Load URL" ►
    release mouse button
   Bug: although black line has appeared above first list
   item, "save" will stay at it's old place
