the wiki also says that:

"If the text has the Hungarian or Finnish language attribute, then two hyphens
in the sequence A--B are replaced by an en-dash instead of an em-dash"

so if german tipography wants en-dash, german should be added to exception
languages as Hungarian and Finnish as well. (comment 2)

anyway, are we really sure that the "em-dash" rule is 100% accurate in other
languages as well?
