I think, I encountered this problem while building packages for a small distro
(paldo.org).

As far as I remember the issue is, that the German dictionaries have a non
standard file name. I had to remove the "_frami" extension in the name -
afterward it should work:

[...]
<!-- LibO can't find the dictionary if it has the "_frami" ending -->

If this is the problem in your case as well, someone should probably check if
this could be an EasyHack to fix.
