You need to ensure that at least one of the devices is discoverable, and then pair from the other (using OS utilities). Once they are paired you can connect without any further steps. Alternatively the app can do the pairing for you as long as you make the desktop (or laptop) discoverable using OS utilities, and then you should be able to select the device using the App. Could you confirm whether this works for you? (If you can't pair using the OS utilities then you have a problem that is independent of LibreOffice.)
