Secondly, fixing in Android would not guarantee a fix, as the number of locales shipped does not depend on what Android offers but on what the manufacturer chooses to ship. So you would ALSO have to go around ALL the mobile device manufacturers to make sure they ship it. Which is totally unfeasible for any locale. Lastly, I cannot see how this is something that would break again and again.
