The problem is the searched range is not sorted, and the VLOOKUP() formula
doesn't have the fourth option to 0 (unsorted).

Two options:

1) Sort the searched range.
2) Add the fourth parameter with 0 to VLOOKUP()
   =VLOOKUP($TBTRAMITEDOCUMENTO.B4;$AUTOS_TRAMITADOS.$A$2:$A$23023;1;0)

Please review the help about the function, the search must be exact with option
2)
