Well this is actually happening on version 4.2.6.3, but you don't have that
option so I chose 4.2.6.2 which is the closest.
Description:
This doesn't make any sense. Calc is prepending tick character ' to the small
numbers. If I open a file in notepad the tick is not there.
Steps to reproduce:
1. have a text csv file with small numbers like 0.00000190001477994
2. open it in calc
3. now every number contains ' character like this: '0.00000190001477994
And I think this is not limited to csv. It's just that csv can be easily
checked with the text editor.
