I agree. Note however that currently these are the key-modified options:

- Drag:            Hyperlink
- Drag+SHIFT:      Copy (section)
- Drag+CNTL+SHIFT: Link (linked/protected section)

The button option in Navigator may need an associated key-modified option
(e.g., Drag+CNTL) for the cross-reference method. Drag+CNTL does change the
mouse icon (adds a plus), but it still seems to insert the same XML as that for
an unmodified drag. It is easier to use key-modified gestures than have to
change an option. Status set to NEW.
