The changes toolbar has all the necessary buttons for managing track changes,
but the changes toolbar doesnt appear when you move your cursor over a tracked
change, like when you move the cursor inside a table and the table toolbar
appears. So i'd like to suggest that when a user opens a document which has
track changes, that the infobar appears suggesting the user to enable the
changes toolbar.
