Repro steps:

1. Paste the example text into a new sheet, e.g. cell A1.
2. Click OK to accept default import options.
3. Select the whole column.
4. Select Data > Text to Columns.
5. Select Separated by and Semicolon and click OK.
6. You may need to adjust the row height - select the whole sheet, right click
and select Row height. Click OK to accept the default height of 0.53cm.
7. Rows 1-17 have been separated into columns, but rows 18-80 still have all
the data in a single cell.Cell 17H appears empty, but when you edit it, you can
see many rows of data have been appended.
