About point 1, I fon't have Futura font on my OS...
and I think this bug (false font in CF opening Excel file) is already reported.
I don't have time to check now.. (sorry)

You have 2 rules for the same range:
1st condition
------------- 
cell value smaller or equal to =MIN(H$13:H$432)*1,1
     then use bold font

2nd condition
-------------
cell value is =MIN(H$13:H$417) then use bold font and yellow background

In LibreOffice, conditions are tested (and applied if true) *one* by *one*.
If cell value is equal to =MIN(H$13:H$417), this same cell value is inevitably
smaller then MIN(H$13:H$432)*1,1
So condition 1 is true → style for condition 1 is applied...

Conditions should be in reverse order.
