Hello, this is how you can reproduce: Word 2007/2010: Insert a page header and a page footer. Page Layout -> Page borders -> Page Border Tab -> Click to insert borders on both sides of page -> Options... -> Measure from: Text -> Uncheck Surround header and Surround footer -> Ok -> Ok. Attached is an example document created without borders surronding header and footer.
