Why do these styles have to differ? Let's say I create a new document that should contain a heading and a list. Depending on my mood, I might start with the list first, and then add the heading to the top, or start with the heading and then continue with the list. With the current behavior I'll end up with two differently formatted documents. Who expects and appreciates this?
