Not sure what you are asking here.

If there where command line options to select the input filter options we could
add it ourselves how we want it.

example of what I would like:
scalc.exe --character-set="Western Europe (Windows-1252/WinLatin 1)"
--language=Default --seperated-by="tab,comma,semicolon" --text-delimiter="\""
myfile.csv

scalc.exe --character-set=help
Korean (Windows-Johab-1361)
Latin 3 (ISO-8859-3)
...
Western Europe (Windows-1252/WinLatin 1)
...

scalc.exe --language=help
Default
Dibole
Doondo
...
English (USA)
...

scalc.exe --seperated-by=help
(comma separated list of the following use --seperated-by-other= for other
charaters --sererated-by-fix-with= for fixed width)
Tab
Comma
Semicolon
Space

--text-delimiter=help

--quoted-field-as-text
--detect-special-numbers
