Problem description:
Steps to reproduce:
1. Insert a picture in a Writer
2. Make it as character
Current behavior:
See the extra space added right below the picture.
Add any char right after the picture.
The extra space below the picture now gone.
Expected behavior:
The pic should get anchored as char - that's all that should happen. No extra
space below the picture should be added as a result.
