Reproducible with LO 4.3.2.2 (Win 8.1).
I could not explain this to myself.  For me this seems like a bug.  It should
be possible to select for instance Capitals also in e.g. IMPRESS.


What I could see (I tested it also with some selected sample text):

(1) IMPRESS:
1. Go to the main text area
2. Make a right mouse click and go to EDIT STYLE -> tab FONT EFFECTS
Result: EFFECTS is greyed out.

(2) CALC:
1. Go to FORMAT -> PAGE -> tab HEADER or FOOTER -> button EDIT -> button TEXT
ATTRIBUTES -> tab FONT EFFECTS
Result: EFFECTS is greyed out.

(3) DRAW:
1. Select TEXT element in the toolbar at the bottom (but this step is actually
not necessary)
2. Go to FORMAT -> CHARACTER -> tab FONT EFFECTS
Result: EFFECTS is greyed out.

(4) WRITER:
1. Go to FORMAT -> CHARACTER -> tab FONT EFFECTS
Result: EFFECTS is selectable.
