How should I know? I found the List Style "Outline" which looked exactly if it
were what I was after.

Yes. I used the "Style" suffix as the other icons also use this suffix. 
Maybe you can take this naming clash as an impulse to think about the the
relation between "Outline Numbering" and the list style "Outline". Look at the
following example of an outline:


Introduction

1 Chapter 1
1.1 Chapter 1.1
1.2 Chapter 1.2
...

2 Chapter 2
...
3 Chapter 3
...
8 Chapter 8

A1 Appendix 1
A2 Appendix 2
A2.1 Appendix 2.1
A2.2 Appendix 2.2
...

I do not know how to create this kind of numbering using the "Outline
Numbering" tool. I think I can achieve this using "Outline" list styles. This
has the drawback that the numbering level does not reflect the heading level
automatically. So I have to adjust it by hand.

Maybe it is feasible to merge the two concepts. The Outline & Numbering tab of
paragraph styles allows to set "Outline level" and "Numbering style" properties
(see attachment 105322). These are disabled if the Outline Numbering tool uses
the paragraph style. I think you don't need the Outline Numbering tool any more
(except for convenience) if you add a checkbox that simply allows you to
specify how you want to control the numbering level. If you check it then the
numbering level follows the outline level. In the unchecked case the user has
to control the numbering level by hand.
