Here's what I did:

1. Create a new blank document, open Styles panel (F11) and modify the Default
style (I added a little more cell padding and larger font size).
2. Saved this as a template.
3. Set it to the default template. Now all new documents start with this
default style.
4. Click the green plus at the bottom to insert a new sheet.

But the new sheet comes up with the old style (smaller text, less padding).

Strangely, if I go to modify the Default style again, it comes up with my new
styles. In other words, if I click "Modify..." then OK without changing
anything, the sheet now takes my new default styles.

I'm on Ubuntu 14.10.
