IT WILL NOT INSTALL. downloaded vcredist_x86.exe

When I click on Install.. I get: "This installation package could not be
opened." Have spent last 2 hrs trying to find help. So I downloaded the
vcredist.exe and it does not say ' welcome' but rather it give me a choice on
page first, "Repair Microsoft Visual C++ 2008 Redistributable Setup or
uninstall it from this computer." I am Lost. About 5 yrs ago I used Open
Office on old pc. and we got along just fine. Help kindly please.
