While this one MAY contain some additional details, it is more important for reporters to make their main goal (here, a decent outliner functionality) more visible. That is achieved using duplicates mechanism: if a request has many dupes, it (among other things) indicates relative importance of the request. It becomes more visible; chances are that it will find its implementor. When there will be some initial effort to improve the status quo, it will be the time to file new reports on specific deficiencies. Having this in mind, I close this as duplicate of Bug 68167 again.
