If I understand correctly: 1) You have issues under multiple WMs 2) For ICEWM and XFCE, the issues only appear the first time you load LibreOffice (?) 3) The worst behavior (e.g. with black menu) is under KDE Question: Do you have a high-contrast theme enabled?
