Conditional formats are complex especially when it comes to handling the different corner cases. For range based conditional formats we have some dialogs to help with that problem that don't fit into the context menu. Personally I would prefer if everyone would just go through "Manage Formats" as it is the only way to understand what is going on in your spreadsheet. The context menu becomes a bit confusing if entries appear or disappear based on things that the user does not see/understand.
