Problem:

After creating a document of labels, modification of the top page margin
affects only the label in the upper left corner of the document.

Duplication steps: 

1. Click File menu > New > Labels (Labels dialog box opens)
2. Select Brand = Avery Letter Size
3. Select Type = 5167 Return Address
4. Click New Document button. (a new text document with label cells appears)
5. Populate each label cell with text
6. Click Format menu > Page...
7. In Margins section, change top from .50" to .55"
8. Click Apply button

Result:

The text in the upper left cell will shift down .05", all other labels will
remain unaffected. Changing the location of the insertion point in the document
will not change the behavior.
