I have Libre Office setup for US English in OS X 10.9.5 Mavericks, in all of
the app preferences. However, most times when I change styles from Default
Style to Heading 1, or Heading 1 to Text Body (which is automatic), it changes
my language to French—and it shows this on the bottom of the document in the
language area. This is a problem because if I try to use quote marks (") it
instead uses alternate symbols. Also, we will be converting documents to
different languages so it is important that they be marked correctly.

Sometimes it also happens just when creating a new paragraph with the
enter/return key, but this may be because the styles were set to use another
style after the heading.

The only way to currently fix this is to select all the text in the document
and then double-click the Default Style paragraph style at the very top of the
hierarchical list in the Styles & Formatting palette.
