I checked this on LibreOffice 3.5.0rc3 (Windows XP Pro 64bit), but I can't not
reproduce it as well.
Text over image will not be selected while image is on editing mode (anchor in
corner, mouse pointer is at "move" state). You can exit image editing mode by
clicking anywhere on document (out of image corners). When image is not on
editing mode you can click directly on text over image and select it.

Can you confirm that image was not in editing mode when you trying select text? 
Is this issue appears on newest LibreOffice version?
