The behavior imho should be that closing the last document in an app just leaves that app, but without any document, or with a new document. You seem to be assuming that closing the last document in the app necessarily closes the app, and the only issue is whether LO should then revert to the start center, or go away completely. If I *explicitly* close the app, I don't have a strong opinion about whether the startcenter should then start.
