You will need a Windows utility program to calculate a HASH value for the
downloaded install package, Microsoft does not provide one. 

There are hundreds, but my preferred tool--Febooti Hash-an-CRC is linked from
an earlier bug report on the same issue.

or find something similar at twocows or majorgeeks.

Then, if you look at the image
https://bugs.freedesktop.org/attachment.cgi?id=109428 it shows where on the
LibreOffice download page you can obtain the HASH value to compare your
downloads against.

It really is pretty simple in practice, and will save a lot of aggravation by
verifying a complete download prior to trying to install any program, not just
LibreOffice. It is also a good safe computing habit to pick up because if the
HASH values match you gain some assurance that the program is the intended
program from a developer you trust--and is less likely to contain malware.
