The file does not contain a draw:opacity="0%" attribute, but only a
"draw:fill="none" attribute. If draw:opacity="0%" exists in addition, the
background becomes really transparent.

I have seen a similar error in issue 86578. There it is worse, because
transparency of 100%, which is set in the UI, is removed on saving, in case of
draw:fill="none".

The reason might be inherited and now triggered by a change, that does not
consider the wrong behavior, see
