Steps to reproduce:

1. Open an empty Spreadsheet.
2. Go to Tools → Options → Language Settings and change Local Settings to
Hungarian.
3. Restart LibreOffice.
4. Right click on any cell and choose Format cells option from the local menu.
5. Navigate to Numbers panel and choose Date from the categories.
6. Check the Format Code.

Result: 

The format code uses English format codes, i. e.: YYYY-MM-DD.

Expected result:

The format code should use Hungarian format codes, i.e: ÉÉÉÉ-HH-NN.

Fact:

Changing Locale Setting to German changes the format code to German format
code: JJJJ-MM-TT.
