If I have a document which is slow to scroll (e.g. due to large images) then
scrolling down creates a long queue of scroll/redraw/scroll/redraw... events.
Better behaviour: when multiple scroll event arrive during a redraw, merge them
into one scroll event covering the cumulative distance.
It is a bug that more than one scroll/redraw event occurs after the user
physically stops scrolling.
