According to calcguide this should work;
=IF(C3>0, B3/C3, "No Report")
it does not work, ; is expected instead of commas.
More important . if true-calculation does not work
=IF(3=3; B3/C3) gives "TRUE"
=IF(3=3; "10") works as text
=IF(3=3; 3) does not work
