Steps to reproduce:
1. normal installation
2. start of LOdev Writer -> no error and no action
3. start of of LOdev Writer with rightclick ( as admin ) -> it runs
4. normal start of LOdev Writer possible
Another java-application runs in the background ( jdownloader ).
