Explanation with screenshots.
To observe this bug, either edit an existing TOC or any other index inserted
into Writer. Alternatively, begin the process of creating one. It doesn't
matter if you start with a blank new document.
I'll describe this option here.
In a new Writer document, select:
Insert > Indexes and Tables > Indexes and Tables from the menu bar.
In the Type selection box, accept the default or select from the list. This
choice is immaterial. Select the Entries tab.
If, from the choice of Type you made, there are insufficient entries on the
Structure line to cause the scroll arrows to be active, simply click in the
white space in the line and then add an element from the available buttons
below the line. Repeat this a few times to bulk out the line.
If you now attempt to scroll with the right arrow, the action is as if the left
scroll arrow was pressed.
Click in white space in the line, and you can now scroll right with the
keyboard arrow. Having scrolled with this, you can now use the left scroll
arrow on the Structure to scroll back again.
