When the regional settings are set so that the decimal mark is the comma ",",
pasting a number with a dot "." as decimal mark paste it as text, without being
able to change that behavior.

So 23.2 is considered as text if per the regional settings the comma "," is the
decimal mark.

I suspect that the opposite is also true, so that 23,2 is considered as text if
per the regional settings the dot "." is the decimal mark.

Both 23.2 and 23,2 should be considered as numbers or there should be an option
the paste special command to change the decimal mark for the pasted data.

By the way, Excel 2010 has an option to use the text import assistant below the
paste special command.
This could an option to fix this bug.
