According to help, what you are observing is the intended result:
https://help.libreoffice.org/Writer/Insert_Manual_Break

"You can also insert a page break by pressing Ctrl+Enter. However, if you want
to assign the following page a different Page Style, you must use the menu
command to insert the manual page break."

Closing as invalid. If LibreOffice changed the page break to break styles by
default, it would mess up the established workflow of millions of people.
