The idea is to place the image inside a paragraph instead of between two paragraphs and to split this paragraph by a line break (MAJ+Enter) in order to have the appearance as if there was two paragraphs. Note: it is necessary to uncheck the last option in menu Tools > Options > LibreOffice Writer > Compatibility. To test this solution, open the attached file, and insert empty lines above the paragraph containing the image. Best regards.
