This means learning how to build and figuring out what commit (or range) let to the problem. As is, we have no idea what commit broke it and it's been so long that it could literally be tens of thousands of commits. For someone who really wants it fixed, please build LibreOffice on Windows and slowly start narrowing down what commit broke it. This is likely going to take hours (or days) but it'll get the bug closer to being resolved.
