Description: With LibO4.5.0, it is now possible to check "Thousands separator"
in Format > Cells > Numbers with scientific format. However, thousands
separator is quite useless in case of scientific format. A new feature in LibO
4.5.0 is engineering notation bug 30716. So it could be a good idea to replace
the function of the checkbox.

Steps to reproduce (with LibO 4.5.0.0+):
1. Format > Cells > Numbers > Format: Scientific
2. Check "Thousands separator"

Actual behavior:
Format is changed to #,##0.00E+00 (as expected)
LibO interpret this format as an engineering like format and set exponent as a
multiple of 4, which is quite useless in most cases.

Expected behavior:
Text of checkbox could be changed in "Engineering notation", and checking it
would change format as ##0.00E+00. Format should be kept as a scientific format
to be able to add/remove decimal digits.

Same applied to Sidebar > Properties > Number format
