Lot of stuff here, not enough time to try it all out, but in brief:

- unlikely to be a font issue as the problem was observed on the machine the
document was created on, after the RTF was closed and reopened
- RTLs weren't used: Croatian (latin alphabet)
- what do fonts have to do with the file format/would you still see square
symbols instead of quotes if you had saved the document as an .odt?
