Experienced this in daily build the last weeks from this location:

I tested some versions, by removing the user profile and doing a fresh start.

(Note: removing a fresh profile and redoing the test, decreases time needed to
start.)
The progress bar in the splash screen pauses (visually) with Solver,
Presentation Console, Wiki publisher. This is with each version, but clearly
longer in recent versions.
