I submitted Hybrid-PDF.pdf to two validation sites.

http://www.validatepdfa.com/ (which can only test for PDF/A-1b) returned this
report:

I tried to confirm this with the tool referenced in the earlier comment, but I
don't think the tool worked.
http://www.pdf-tools.com/pdf/validate-pdfa-online.aspx (testing for PDF/A-1a)
gave this report:
  Hybrid-PDF.pdf does not conform to PDF/A.

  Validating file "Hybrid-PDF.pdf" for conformance level pdfa-1a
  Error in DCT stream: Read failed on temporary file.
   The filter DCTDecode is unknown.
   The image's sample stream's computed length 958800 is different to the
actual length 0.
   The document does not conform to the requested standard.
   The document doesn't conform to the PDF reference (missing required entries,
wrong value types, etc.).

The latter report looks erroneous to me.
