It is inconsistent with the shortcut key F1 behavior which opens the help for the current module. This problem is the same for the local built-i help and the web based help system. In the web based help system, you do not have a path to find the main help page (https://help.libreoffice.org/Main_Page). Summary adapted and status set to NEW. Best regards.
