This only happens in Impress (I've tried similar steps in Calc and Draw and
there it works as expected).
How to reproduce:
1. New Impress document
2. Type something into the slide title field
3. Select portion of the text with mouse
4. Click Font Colour split button (right half of it) in sidebar so that a font
colour pop-up dialog appears
5. Click palette selection combo box and try to change the colour palette to
something else than default ...
6. ... and realize you can't because by now the whole dialog has disappeared
This might be desktop-environment and OS-specific -- I'm on Fedora 21 and use
KDE
