document I used to discover the reported bug
Enabling "table → table properties → Text Flow → keep with next paragraph"
DOES enable the setting. However, going back into the table properties shows it
as "unchecked". This prevents you from disabling the setting since your only
option is to turn on a setting that is already effectively on.
Bibisecting and further compiling showed this regression to be caused by

SfxTabDialog: avoid changing const input parameter
I tested with Linux only, so marking that way, but assuming this affects all.
Marking as major since the code change was affecting tabs in general, not "keep
with next paragraph" specifically so likely there are many more side effects.
