For the test, could you rename your LO directory profile (see https://wiki.documentfoundation.org/UserProfile#Windows) and give a new try first with a brand new file (just type value on some cells then export in xls), then with your file. BTW, in any application (so not on LibreOffice only), don't wait 2 hours before saving your file.
