Ok, I noticed that using the plain .dot file and saving to .docx, the page
break after TOC is preserved.

So I thought you have simply edited your file in a way that has deleted the
page break.

I fixed it in your own .docx by:
1. Adding an empty paragraph above 1. Brief Description
2. Selecting Use-Case Specification: <Use-Case Name> and cutting it, pasting it
in the extra empty paragraph above 1. Brief Description
3. Inserting a page break in front of Use-Case Specification

I'm closing this as invalid, I hope you are ok with that.
