It's not possible to view a document in "Web Layout" view while in read-only
mode ("Edit Mode" not selected). If read-only mode is selected while viewing in
Web Layout, the view resets. Also, the Web Layout button is grayed out when in
read-only mode. I'm not sure if this is intentional, but it seems to me like
one thing shouldn't affect the other.
