Hi @raal I think it's done in Number-Cell format.

When entering that character a literal it's introduced not a thousand
separator.

Check box is out while you are editing the format, after insert the user format
with the green tick box, options for thousand and decimal are available again.

In the Number-Cell format, it's possible to choose the language for the cell,
as example selecting French (Switzerland) ' is the separator for thousands.

For me not a bug. Please if you are not agree reopen it.
