Could not reproduce.
I selected lines 1 and 5 and applied numbering to them. They were numbered 1
and 2.
As to the "Continue previous numbering", it will apply whatever the last
numbering was, whether that was numbering or bullets. You can try this with a
new text document and only apply bullets to the first few lines and "Continue
previous numbering" on the last line. The result is a bullet.
