malformed csv needs disable of text-delimiter to be opend
pls find attached a broken/mal-formed csv.
The problem with this: The text-delimiter can not be disabled, the " is always
treated as delimiter, which is - in this case - counterproductive.
Please add option "no text-delimiter"
